Stephen Reiss was born in New York City in 1981. He holds bachelor's degrees in Biology and English from Skidmore College. Before turning his attention to photography, he worked as an emergency room technician and a journalist in upstate New York.

Stephen graduated from the Documentary Studies and Photojournalism Program at the International Center of Photography in 2009, where he was awarded the John and Annamaria Philips Foundation Scholarship for Photojournalism.

In early 2010 he worked with the NGOs Homeless Peoples Federation Philippines (HPFP) and Preda Foundation in Southern Luzon, Philippines. He also documented human rights violations in the jails of the National Capital Region (NCR) and the effects of Typhoon Ondoy on the urban poor. Stephen was selected to to participate in the 2010 Eddie Adams Workshop Barnstorm XXIII.
